Job Summary

The Director role encompasses a blend of program development, execution, and tactical activities that are critical to ensure the smooth operation of the Integrated Transit Program including strategy and cross-functional program management. The director will focus on translating department plans and/or program roadmaps into project components. Ensuring effective integration of new and/or existing projects by defining, managing, and implementing requirements and resource allocations. Supports project development, program improvement, and quality initiatives for existing projects/contracts and will work directly with end-users to understand problems, and work collaboratively with department heads, senior directors, and project managers to develop solutions.

Duties & Responsibilities

  • Provide strategic advising and planning to ensure that goals and objectives are being achieved and that priorities are being communicated effectively. 
  • Lead teams through construction and closeout and ensure that the project's activities with outside agencies, abutters, utility companies, community groups, and other third parties affected by the project occur on a timely basis.
  • Ensure the schedule of each project is aligned with the program targets and identify and control interdependencies between projects.
  • Participate in the revision and approval of project schedule changes, including assessing risks.
  • Ensure the program concept meets the expectations of the transformation strategy.
  • Document the key program success criteria targets and thresholds while ensuring the viability of the integrated program plan from the Authority perspective and staying within the boundaries of the success criteria (goal and outcomes).
  • Ensure that organizational change management activities are executed.
  • Lead construction kick-off meetings; including but not limited to internal meetings and contractor meetings.
  • Monitor, track, and report overall transformation projects progress; identify potential risks with projects and department leads to identify mitigation solutions.
  • Lead the PM/CM contract and ensure smooth operation between staff augmentation and MBTA staff. 
  • Obtain a deep understanding of contractual requirements with the ability to discover conflicts and develop potential solutions. 
  • Organize and prioritize critical issues and required information for the executive to facilitate effective decision making, and daily debriefing on critical items.
  • Attend select internal meetings representing the executive to capture key takeaways and action items.
  • Serve as primary liaison for internal and external communications including composing correspondence, dealing with issues or subject matter that is highly sensitive and confidential, and preparing and coordinating internal presentations, agendas, and communications.
  • Collaborate across multiple organizations to drive alignment to plans, ensuring priorities and results are achieved. Interact with internal staff members to conduct and oversee the preparation of briefing materials for executives.
  • Create executive summaries and brief the executive and management team daily on specific issues and projects.
  • Ensure that long-term projects are executed in an efficient, cost-effective, and diligent manner.
  • Organize internal and external meetings: invite the participants, schedule the facilities, negotiate with vendors, and ensure the appropriate materials are in place.
  • Actively enable the efficiency of business operations by planning and directing all administrative and operational activities for the department including partnerships with Finance, HR, IT, etc.
  • Lead ad-hoc strategic and tactical projects at the direction of the Chief of The Integrated Transit Program.
  • Develop and maintain excellent working relationships with internal teams and external stakeholders. Perform all other duties and projects that may be assigned.
Supervision
  • This position with lead teams through construction and closeout.

Minimum Requirements & Qualifications

  • Bachelor's in engineering, architecture, urban planning, construction management, business administration, or related field from an accredited institution.
  • Five (5) years of successful experience as a Construction Manager, Architect, and/or project manager
  • Two (2) years of enterprise-wide program/project management and/or people management.
  • Five (5) years of experience supervising, managing, or being in a leadership position.
  • Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Excellent verbal and written communication skills, including experience communicating and collaborating with senior executives departmental and across many levels of the MBTA.
  • Works well under pressure in a fast-paced environment and exercises sound judgment and discretion
  • Motivated self-starter; identifying opportunities for improvement and assuming responsibility.
  • Highest level of professionalism, integrity, and strong work ethic
  • Team-oriented individual with the ability to work well with diverse groups.
  • Strong leadership, organizational, and construction management skills
  • Strong communication skills, MS Office, and computer skills

Preferred Experience and Required Skills 

  • Experience with initiatives in the transit industry.
  • Experience delivering projects utilizing alternate delivery methods and KPIs.
  • Experience managing on-call repair or rehabilitation construction contracts.
  • Experience presenting to elected officials, community groups, senior executives, etc.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
