Job Description

Job Summary
Under regular direction and in compliance with standard operating procedures and policies, removes and disposes of litter, debris, and trash from assigned roadways, sidewalks, and grassy areas within residential and/or commercial zones. Empties and cleans trash cans within assigned zones. Removes leaves, small limbs, and general storm debris as necessary. Applies ice and snow melt seasonally throughout high traffic areas as assigned. May operate backpack blower, pressure washing equipment, walk-behind power broom, ice and snow equipment, pickup trucks, and utility vehicles (UTV’s) in performance of job duties. Provides assistance to internal and external stakeholders during storm/weather clean up or related events and emergencies. Subject to on-call availability and overtime. May be required to work special events after hours as needed.

  • Maintain Cleanliness of Streets, Sidewalks, and Pedestrian Rights-of-Ways: Utilize a backpack blower, suction equipment, walk-behind power broom, or litter pickers to remove litter, trash, recyclable materials, and debris from sidewalks, curbs/gutters, grassy areas, plazas, pedestrian rights-of-way, and major roadways within commercial and/or residential zones throughout the city limits. When assigned to the Central Business District (CBD), empty and clean City-owned garbage and recycling receptacles.

  • Support City-wide Cleaning and Maintenance Functions: Pressure wash surface areas thoroughly. Assist in after-hours clean-up duties following special events, neighborhood clean-ups, and seasonal events. Treat and clear surface areas of inclement weather hazards by utilizing ice and snow equipment, to include walk behind power broom, pickup trucks and UTV’s with plow and spreader attachments. Apply ice/snow melt as necessary.

  • Ensure Workplace & Equipment Safety: Proactively identify, remove and/or report potential safety hazards. Take steps to address, remove, or report hazardous conditions or items such as dead animals, needles, and transient materials as directed. Comply with all safety procedures and protocols in the performance of job duties (i.e. using appropriate signage for the public). Report all accidents, incidents, and injuries witnessed or incurred. Ensure proper use of equipment. Maintain and service equipment by maintaining batteries, removing dirt, washing and greasing parts, checking oil, changing oil filters, and fueling. Appropriately utilize work zone/traffic calming signs. Attend safety training classes in order to maintain knowledge of departmental and City rules, as well, as sound work and safety practices. Assist in conducting monthly check of fire extinguishers and document condition of each.

Job Requirements
  • High school diploma or equivalent training and/or job-related experience.
  • This is an entry level position for which training will be provided.
  • FEMA ICS 100, 552, and 700, within (3) months of employment.
Driver's License Requirements
  • Valid South Carolina Class D Driver's License.
Performance Requirements
Knowledge of:
  • Basic problem-solving techniques for equipment and material use.
  • Safe handling of litter, debris, recycling, and solid waste materials.
Ability to:
  • Read basic communication to understand streets, maps, and points of interest and duties.
  • Perform the four basic arithmetic operations (addition, subtraction, multiplication, division).
  • Write simple sentences to communicate basic information such as shift reports.
  • Follow instructions/directives.
  • Walk for extended periods to move between work sites.
  • Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
  • Appropriately place out safety signage.
  • Use radios and basic GPS devices.
  • Work safely around traffic obstacles and vehicles.
  • Communicate basic information to the public in a respectful and knowledgeable manner.
  • Operate and/or utilize backpack blowers, dustpans, brooms, cleaning supplies, shovels, pick sticks, utility vehicles and pickup trucks.


Working Conditions
Primary Work Location: Outdoors (streets, sidewalks, rights-of-way, plaza and parking garages).
Protective Equipment Required: Safety glasses, gloves, ear plugs, ear phones, safety vest, steel-toed boots, and dust mask.
Environmental/Health and Safety Factors:
Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration, and physical hazards. Constant exposure to communicable disease, and physical danger from working in high traffic areas. Occasional exposure to mechanical, chemical, and electrical hazards.
Physical Demands:
Constantly requires standing, walking, lifting, carrying, reaching, vision, hearing, twisting, and talking. Frequently requires handling/grasping, crawling, pushing/pulling, climbing, foot controls, bending, and crouching and stooping. Occasionally requires fine dexterity, sitting, kneeling, and balancing. Heavy strength demands include exerting 50-100 pounds occasionally, exerting 20-50 pounds frequently, or exerting up to 10-20 pounds constantly.
Mental Demands:
Frequently requires frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires time pressures, emergency situations, irregular schedule/overtime, and tedious or exacting work.
