We are seeking a Workforce Program Manager.
Position is fully Work from Home and can be from anywhere in the U.S.
WHAT YOU NEED TO KNOW (Job Overview):
Serving on the Workforce Operations team and under the guidance and unified mission of the National Assistant Director of Workforce, the Workforce Program Manager ensures the ongoing care and strategic use of deployed workers. This includes providing program planning, design, and implementation support and reinforcing an agile and well-prepared workforce capable of meeting the ongoing demands of disaster operations.
The manager is responsible for ensuring that cadre members are fully prepared, trained, and supported in the use of Volunteer Connection and other operational tools, thereby promoting efficient and effective disaster response. Key responsibilities include ensuring a well prepared and available workforce through training and regular communications, providing real-time strategic and technical support during operations, and implementing standardized data management processes for consistency and accuracy.
Requires participating in 24/7 on call team rotation, including evening, weekend, and holiday hours, as well as ability to quickly activate to support no notice national disasters.
Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.
WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):
1. Training and Development Coordination: A cadre manager works closely with program staff to create and deliver targeted training programs. This ensures that cadre members have the skills and knowledge needed to perform effectively during deployments and adapt to evolving program/operational needs.
2. Operational Readiness and Resource Management: Cadre managers are responsible for overseeing the availability, readiness, and proper allocation of resources within their cadre. This includes tracking deployment readiness and ensuring that staffing levels meet anticipated needs. Will be responsible for the Worker Lodging program within Workforce Operations, including utilization of staff shelters, coordination on the use of corporate lodging, and ongoing reporting to leadership on the status of lodging on all current operations. This also includes the development and support of a cadre of Workforce Lodging Specialists trained and available to deploy with the knowledge, skills, and ability to effectively execute the tasks necessary to ensure every worker has clean, safe lodging every night of their deployment. Will have additional responsibility for the planning, execution, and evaluation of other Workforce activities including Local Worker Engagement and Staff Relations, as well as technical support for ongoing Volunteer Connection enhancements.
3. Performance Management and Improvement: Collaborating with program staff, cadre managers focus on embodying the culture desired on disaster operations and coaching deployed workers to do so as well through setting clear performance standards and providing regular feedback. This involves assessing team performance after deployments, identifying gaps, and supporting professional growth.
4. Strategic Workforce Planning: Cadre managers work with program staff to anticipate future needs and trends, aligning recruitment and retention strategies to ensure that the cadre has a sustainable pipeline of qualified personnel. This includes addressing staffing gaps, developing succession plans, and engaging in cross-training initiatives to enhance flexibility across functions.
5. Volunteer Engagement and Retention: Work with program staff to create engagement strategies that keep volunteers active and motivated. This includes regular communication, check-ins, and providing opportunities for feedback and professional growth, as well as recognizing achievements to retain a strong and capable volunteer base.
6. Deployment Coordination: Oversee the deployment of cadre members to ensure timely and efficient staffing of disaster response and recovery operations. Collaborate with program staff to align deployment needs with skillsets and availability, ensuring that volunteers are properly prepared for each mission.
7. User Implementation and Training: Facilitate comprehensive implementation and training for cadre members, ensuring they understand how to use Volunteer Connection effectively in their specific roles.
8. Operational Support and Troubleshooting: Provide real-time support to cadre members while deployed. This involves troubleshooting issues that arise, clarifying usage protocols, and maintaining availability for questions or technical assistance during critical times.
WHAT YOU NEED TO SUCCEED (Minimum Qualifications):
Education: Bachelor's degree required.
Experience: Minimum 7 years of related experience or equivalent combination of education and related experience required.
REQUIRED SKILLS AND ABILITIES:
Skills & Abilities: Demonstrate in-depth knowledge of program or service. Demonstrated ability in creating presentations and developing training modules. Excellent oral and communication skills, including training and presentations. Excellent interpersonal, verbal and written communication skills. Develop project plans, budgets, and strategies to achieve organizational goals. Demonstrate analytical and decision-making skills to develop creative processes for continuous program or service improvements. Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Ability to work on a team.
Travel: Travel may be required.

The salary range for this position is $82,000.00-$94,000.00.
Note that the American Red Cross sets salary ranges aligned to a specific geographic location in which the work is performed. The stated salary range in this posting is an average. The specific salary information will be shared at the time of phone screening based upon your location and qualifications.

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
