Job Summary

The responsibilities associated for this position include the development and/or review of all Authority positions, competencies, job descriptions, classification levels, compensation, and reclassification requests. The position is also responsible for the strategic development and maintenance of the Authority Workforce Planning and Staffing Models including assessing new position requests. The Senior Director of Classification and Compensation supervises employees within the Classification and Compensation Unit in the performance of duties related to job descriptions, classification, workforce planning and staffing models. This position will also collaborate with other members of the Workforce Management Department in the formulation of policy and procedures as outlined in Human Resources policies and collective bargaining agreements.

Duties & Responsibilities

  • Manages the strategic development, implementation, and administration of the Authority's Classification and Compensation System, including leading a team of Compensation Analysts.
  • Develops and/or reviews all Authority positions, competencies, job descriptions, classification levels, and compensation rates.
  • Create and maintain various compensation policies and procedures that align with the Authority's goals.
  • Provides recommendations and advice to Authority Leadership on pay decisions, policy interpretations, and job evaluations.
  • Reviews requests for employee classification changes and recommends appropriate action to be taken, if any. Also regularly reviews classification levels for current positions in the Authority.
  • Monitors the effectiveness of existing compensation practices and recommends changes that are cost-effective and consistent with compensation best practice trends and Authority objectives.
  • Develops new salary charts, calculates costing of proposed salary charts and salary adjustments on small and large scales.
  • Performs routine job analysis studies in various divisions and offices on position related issues that address staffing needs and maintain internal equity.
  • Collaborates with finance and senior leadership to forecast and plan for the compensation of the workforce required to support the Authority's strategic plans.
  • Compiles complex data and metrics to provide leaders/managers with easy-to-use reports and tools to determine the impact of their compensation decisions and priorities for future workforce investments.
  • Ensures compliance with all local, state, and federal compensation laws and regulations.
  • Conducts classification audits to ensure that jobs are properly classified as exempt or nonexempt.
  • Responsible for reporting and communicating updates including presentations to Authority Leadership.
  • Oversees the participation in salary surveys and monitors salary survey data to ensure Authority compensation objectives are achieved and aligned with the market.
  • Collaborate with all key stakeholders a courteous, timely and professional manner consistent with the Authority's customer service quality standard.
  • Perform related duties and projects as assigned.

Minimum Requirements & Qualifications

  • Bachelor's Degree from an accredited institution.
  • Ten (10) years of experience in Human Resources, Compensation, Payroll and/or related field.
  • Seven (7) years of experience in supervisory, managerial, and/or leadership.
  • Five (5) years of experience in direct compensation administration experience.
  • Proficiency in compensation analysis and HRIS systems.
  • Progressive experience in compensation and classification.
  • Familiarity with Salary.com.
  • Excellent organizational, multi-tasking, time management, interpersonal and relationship building skills.
  • Demonstrated successful experience creating complex reports and communicating via presentations to Leadership.
  • Ability to maintain confidentiality and privacy of all data.
  • Demonstrated success working with and influencing horizontally as well as vertically across an organization.
  • Proven track record of collaboration, transparency, analytical and problem-solving skills.
  • Ability to supervise and work effectively with diverse workforce.
  • Proficient in Microsoft Word, Excel, and PowerPoint applications.

Substitutions Include

*    Master's degree in public administration, business administration, or a related field may substitute for two (2) years of the required experience.

Preferred Experience and Required Skills
*    Master's degree, Business Administration,Public Administration, Education or a related field.
*    Bachelor's degree, Accounting, Finance, or Human Resources.
*    Experience in the public sector and/or the transportation industry.
*    Progressive supervisory experience.
*    Advanced professional certification preferred (CCP, CEP, SHRM-SCP, SPHR, or PHR).

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
