Summary

This position is located at Bureau of Engraving and Printing, within the Office of the Chief Procurement Officer. As a Supervisory Contract Specialist (Chief Procurement Officer), you will provide top level Bureau policy development and program direction in the areas of procurement with respect to production and non-production materials as well as plan and direct the work of employees engaged in supply and procurement functions.

Duties

As a Supervisory Contract Specialist (Chief Procurement Officer), you will:

  • Designate and provide re-delegation of authority to qualified subordinate contracting officers including the establishment of monetary limitation and signatory authority as is considered appropriate.
  • Through subordinate supervisors, direct the development of Bureau wide policies, procedures and guidelines, and bulletins for procurement programs to provide direction for all personnel in conducting purchasing and contracting functions effectively and promotes economic efficiency.
  • Address procurement operating guidelines via periodic meetings with Bureau procurement personnel and review and appraise operations through improvement of Bureau procurement operations.
  • Function as the Bureau's chief liaison official with the Office of the Procurement Executive (OPE), Treasury Department - reviewing draft Federal Procurement Regulations (FPR) and other proposed regulations and statutes and developing and presenting the Bureau's position on each, which is forwarded to OPE for inclusion in the Treasury Department's composite response.
  • Serve as principal technical consultant to the Director, Deputy Directors, and Associate Directors on all procurement matters - providing advice to other Bureau officials and to the Bureau procurement staff, especially in the more complex aspects of contract formulation, contract administration, terminations, disputes, and protests.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Selective Factor: Employment is contingent upon one's ability to obtain/maintain an unlimited Department of the Treasury warrant, which requires an active FAC-C Professional (or equivalent) certification.

AND

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position includes providing leadership and direction to an acquisition workforce.
Examples of such experience may include:

  • Establishing priorities, timelines, and milestones for acquisition contracts and actions; or
  • Allocating staffing resources for completing work based on customer needs; or
  • Planning short- and long-term work to be accomplished by the acquisition staff; or
  • Evaluating and improving processes to monitor the effectiveness, efficiency, and productivity of acquisition processes; or
  • Advising program offices on procurement issues.
