Job Summary

Position: Physical Security Specialist (Explosives Operations), GS-0080-13

Division: CIRG

Unit: Hazardous Devices Tools and Technology

Location: Huntsville, Alabama

Working Hours: 8:15 a.m. - 5:00 p.m.

Salary: GS-13 $107,534.00 - $139,798.00

Full Performance Level: GS-13

Number of Positions Available: 1

Duration: Full Time/Permanent

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications. 

Key Requirements

  • Must be a U.S. citizen
  • Must be able to pass a HAZMAT physical
  • Must be able to obtain a Top Secret-SCI clearance 
  • Some travel required 

Major Duties

  • Coordinate with partner agencies, to include local, state, federal and international partners as needed in  Research Development,
  • Testing and Evaluation (RDT&E) activities and procedures.
  • Perform on-call bomb technician responsibilities for the Counter IED Section.
  • Plan and organize materials, tools and training aids for RDT&E activities related trainings at HDS or field offices.
  • Deploy to significant IED-related crisis incidents to support other IED related responses as needed during crisis incidents. 
  • Provide technical support, trouble shooting and repairs, research and development and provide support to the RAPID program.

Physical Demands:

  • Incumbent must be able perform strenuous physical tasks in loading and storing explosives which are contained in heavy hardwood boxes which at times weigh approximately 80 pounds or more.
  • Lifting and movement of boxes of training materials for field classes results in heavy exertion by the employee.
  • The work requires long periods of standing and walking with occasional periods of stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions.

Working Environment:

  • Work is performed both indoors and outdoors.
  • The incumbent is subject to noise and fumes from test operations. 
  • Exposure also includes the possibility of explosions or burning items which are experimental, defective, or operating at the limits of their capability.
  • Work may lead to cuts, bruises, sprains, burns, and even loss of limbs.
  • Protective clothing such as specialty treated overalls, safety shoes, etc. are worn.

Qualifications and Evaluations

Specialized Experience (SE):

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

  • Experience and knowledge with RDT&E.
  • Experience in established emergency response procedures of Federal and local emergency response agencies and systems nationwide.
  • Experience in all applicable laws, rules, safety procedure regulations, etc. needed to assist personnel in directing live disposal/render safe procedure operations and render safe on-site decisions. 
  • Experience properly coordinating with all types of law enforcement personnel; ensure the safety and wellbeing of on-site personnel and private citizens. 
  • Experience preserving and collecting physical evidence; preparing pertinent policies and procedures.
  • Experience providing training instruction, training coordination, or large scale event planning for bomb technician operations


Desired Skills 

Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

Desired Skills are:

  • Current or formerly HDS certified Public Safety Bomb Technician or DOD Explosives Ordnance Disposal Technician.
