Summary

This position is located in the Business Office-Patient Accounts Department of the Whiteriver Indian Hospital, in Whiteriver, AZ. The purpose of this position is to serve as the first level supervisor of the Business Office Department, performing full range of administrative, technical and supervisory duties. The incumbent works under the direct supervision of the Supervisory Health System Specialist (Business Office Manager).

Duties

**This position is being announced concurrently under Excepted Service Examining Plan/Merit Promotion Plan (ESEP/MPP) procedures. Supervisory Duties:

  • Oversees the development, implementation and updating of service unit policies regarding Patient Accounts.
  • Coordinates and distributing workload.
  • Provides work planning, implementation, monitoring and evaluation of subordinates work in field of patient billing and collection activities.
  • Responsible for the development, monitoring and review of performance evaluations for employees.
Technical Duties:
  • Interviews patients, assists patient in completing new or updated forms, determines the eligibility of patients in accordance with IHS and Phoenix Area guidelines, identifies patients whose health benefits are subjects to prior approval, obtains and verifies all alternate data necessary for billing.
  • Establishes and maintains and effective communication and referral system with other hospital and contract physicians concerning both elective and emergency patients.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). INDIVIDUAL OCCUPATIONAL REQUIREMENTS:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.

In addition to the Individual Occupational Requirement, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Provide a full range of administrative, technical and supervisory duties; evaluates, analyzes, and coordinates work involving the collection of patient registration and admissions, eligibility determination of data and enrollment of patients without alternate resources coverage and collection of third party alternate resource data from patients as well as, maintain a pre-authorization and pre-determination system that improves third party billing collections; managing, evaluating, reporting, and performing liaison functions with departments, external/internal customers (state and local agencies); and provides leadership, expertise, program assessment, strategic planning, and implementation of goals, services, and new initiatives to meet the mission and goals of the Service Unit.

A master's degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree. or LL.B. or J.D., if related, that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
