Summary

This position is located in the Health Resources and Services Administration, Office of Operations, Office of Information Technology, Division of Grants Performance Systems. The duty location for this position is in Rockville, MD.

Duties

This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As a Supervisory IT Specialist, Branch Chief you will be supervising the staff assigned to the Branch and providing feedback/suggestions to OIT management on all Branch activities relative to Enterprise Solutions and Application Management.

Your major duties and responsibilities include:

  • Analyzing information security systems and applications to recommend security measures for protecting information against unauthorized access to systems and data modification or loss.
  • Planning, researching, designing, implementing and maintaining robust security principles in the delivery of all IT systems.
  • Planning, managing, organizing, and evaluating all related project activities.
  • Providing quality IT support and in the delivery of cost- effective, customer focused products and services that support HRSA business needs and mission requirements.
  • Providing technical oversight with hands-on experience on software-as-service (SaaS) solutions such as Jira, Salesforce, ServiceNow for new enterprise business solutions and performance metrics reporting systems.
  • Supporting cloud-based architecture (Azure or AWS) for enterprise systems development to bring efficiencies in operations and maintenance.
  • Performing the administrative and personnel management functions relative to staff supervised and establishes guidelines and performance expectations that are clearly communicated through the formal employee performance management system.

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
  • Leading the design, development, and maintenance of software solutions utilizing tools and/or technologies such as Microsoft. NET technology stack, or cloud native platforms like Salesforce.
AND
  • Managing IT software development projects throughout the agile lifecycle to ensure compliance with enterprise-level business and technical requirements to secure software development and delivery.

ENTERPRISE ARCHITECTURE - Maintains a comprehensive IT framework to manage and align IT strategies, plans and systems to support the organization's mission, goals and structure.

PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
