Position: Telecommunications Specialist, GS 7/9/11

Division: Washington Field Office

Location: Washington, DC

Working Hours:

Monday - Friday

8:15 a.m. - 5:00 p.m. 

(Hours may vary based on the needs of the office)

Salary:

GS 7: $55,924.00 - $72,703.00

GS 9: $68,405.00 - $88,926.00

GS 11: $82,764.00 - $107,590.00

Full Performance Level: GS 11

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties:

  • Ensures that communication data collected from electronic surveillance monitoring equipment is captured and downloaded into various computer systems for analysis, and disseminated for use as evidence.
  • Serves as a liaison between various commercial service providers relating to overt and covert telecommunications installations.
  • Configures, tests, installs and maintains telecommunications systems for the division.
  • Reviews and processes requests for telephone and data services used in connection with investigative and administrative operations.
  • Performs data traffic analysis on cellular and telephone usage to ensure consistency and identify discrepancies.
  • Maintains accurate and detailed records regarding existing configurations of data circuits.
  • Keeps abreast of changes in operations, services, features of communications systems and equipment, and technology within the telecommunications industry.
  • Provides instructions to investigative personnel on the proper and safe operation of devices, answering any questions relative to the operational capabilities and limitations of the equipment and systems.
  • Performs a variety of administrative duties to include inventory management, reports on system information, invoice processing and bill payment.


Qualifications and Evaluations

Specialized Experience (SE):

GS 7:  Applicants must possess at least one (1) year of specialized experience equivalent to the GS 5 grade level.  SE is defined as follows:

  • With supervision, assisted with configuration, testing, installing, and maintaining a variety of telecommunication systems and equipment.
  • Processed requests for service.
  • Assisted in maintaining equipment inventory.
  • Communicated with internal and external entities.

GS 9: Applicant must possess at least one (1) year of SE equivalent to the GS 7 grade level. SE is defined as follows:

  • Monitored established communications systems and programs.
  • Participated in the planning, ordering, installation, operation, maintenance, repair and termination of services.
  • Maintained liaison with various internal and external customers.
  • Maintained inventory of telecommunications equipment.
  • Assisted with maintaining telecommunications systems to include programming services such as voice mail and the assignment of telephone extensions.
  • Assisted with maintaining accurate and detailed records and/or prepared technical reports of existing configurations of data circuits, equipment and data collections.

GS 11: Applicant must possess at least one (1) year of SE equivalent to the GS 9 grade level. SE is defined as follows:

  • Coordinated the installation of equipment and telephone services with local telecommunication service providers.
  • Conducted data traffic analysis and performed troubleshooting to resolve technical difficulties encountered with collection systems and telecommunication equipment.
  • Maintained accurate and detailed records and/or prepared technical reports of existing configurations of data circuits, equipment and data collections.
  • Analyzed and implemented requests for telephone and data services to be used in connection with criminal and national security technical surveillance operations.
  • Administered and maintained telecommunications systems to include programming services such as voice mail and the assignment of telephone extensions.
  • Provided guidance on technical practices relative to the operation and control of communication intercept systems.
  • Maintained liaisons with FBIHQ and various service providers to resolve issues and address operational capabilities.

Education 

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS 7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS 9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS 11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

The above education must be in a major field of study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other field related to the position being filled.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

        b. The month/year work began
