Job Description Summary

Performs advanced (senior-level) professional assistance work for the Chief Financial Officer (CFO), the Deputy CFO, and the Controller. Work involves providing administrative support to the Finance Office. Performs highly advanced professional administrative tasks and is privy to confidential matters requiring discretion and sound judgment. Advises the CFO on administrative matters and assists with human resources management activities. Assists Finance staff with the coordination of periodic and special financial reports and projects. Maintains appointment calendars to ensure compliance with all directives and the timely accomplishment of all Finance functions. Has contact with and may coordinate with intra- and interagency personnel, the public, TWDB Board members, and elected officials. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the CFO of the Finance Office.

Essential Job Functions

  • Oversees and assists with the review and evaluation of administrative practices, operations, programs, and assignments.
  • Manages the day-to-day administrative activities in the Finance Office as needed.
  • Coordinates and maintains information for CFO, Deputy CFO, Controller, and directors in the Finance Office.
  • Exercises discretion in handling confidential and sensitive personnel matters and privileged information including preparation of personnel documents, and maintenance of files.
  • Oversees and/or prepares and edits reports, correspondence, memos, charts, presentation materials, forms, and spreadsheets.
  • Performs highly responsible tasks for the CFO including serving as a Finance Public Information Request Coordinator, Finance Quarterly Meeting Coordinator, and minute taker for monthly Management Meetings, and other meetings.
  • Prepares, reviews, and finalizes meeting notices, agendas, and handouts for distribution and/or posting.
  • Coordinates calendars, meetings, and presentation materials for executives.
  • Prepares purchase documents and requisitions.
  • Coordinates administrative activities with intra/interagency personnel, the public, Board members and elected officials.
  • May coordinate system securities for the TWDB by maintaining and reconciling access information for multiple systems within the agency and outside the agency.
  • Assists with the fiscal note process and submits fiscal notes to the LBB and the Governor’s office.
  • Assists CFO, Deputy CFO, Controller, and Finance Directors with decisions regarding administrative priorities.
  • Develops and revises administrative policies, procedures, standards, and methods, and may provide guidance and interpretation on policies and procedures.
  • Manages travel itineraries, coordinates travel, and completes expense and mileage reports as requested.
  • May represent the Finance Office on agency subcommittees and work groups.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • Performs other duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a bachelor's degree in business administration or a related field.
  • Five years of progressively responsible experience in office management, executive administrative support, and/or other administrative support.
  • Relevant education and experience can be substituted for each other on a year-for-year basis.

Preferred Qualifications

  • Experience entering requisitions into CAPPS Financial.
  • Experience entering documents in CAPPS Travel.
  • Experience using Hotel Engine and/or National Travel, or preparing travel itineraries.
  • Experience using TxWISE.
  • Experience preparing board items.
  • Experience in technological accessibility solutions.

Knowledge, Skills, and Abilities (KSAs)

  • Knowledge of local, state, and federal laws and regulations relevant to the Finance Office.
  • Knowledge of the principles and practices of public administration.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
  • Ability to make mature, objective decisions and identify areas of potential problems.
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.
  • Ability to complete assigned work, on time, neatly and with infrequent errors.
  • Ability to interpret policies, procedures, and regulations.
  • Ability to provide prompt, courteous and accurate assistance and clear and concise communication to internal and external stakeholders both verbally and in writing.
  • Ability to work and cooperate with others in a team environment.
  • Ability to manage multiple tasks.
  • Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
  • Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
  • Ability to train others.
